Winson is a GLOBAL CONSULTING EXECUTIVE with Deloitte, LLP. Winson possesses extensive consulting experience in Public Sector industry and international markets. Dynamic leader with a strong track record in driving business growth in domestic and international markets, client management, staff development, and partner relationships. Superior interpersonal skills and proven experience in leading high performing multi-cultural and cross functional teams in Asia, Middle East, and North America.

 

Winson Heng was a Managing Director in BearingPoint’s Public Services (Government, Education and Healthcare) Industry. He led the Transformation and Enterprise Solutions practice in the Public Services Industry Emerging Markets Segment. He was responsible for client relationship, business development and technical delivery for clients in the global emerging economies.  Previously, Winson was responsible for the operations of the Middle East, North Africa business for the Emerging Markets Segment.

 

Prior to his assignment with BearingPoint's Emerging Markets Segment, Winson was assigned to BearingPoint’s Singapore office where he served as the Asia Pacific Public Services Industry Leader.

 

Winson has almost 20 years of experience in government. He provides systems integration and business performance improvement consultative services to Public Sector clients. He specializes in organization transformation, e-government, strategic planning, performance management, learning solutions, business process reengineering, strategic sourcing, as well as program and financial management.

 

Winson previously led BearingPoint's Learning Solution group in the U.S. Defense Sector. He was responsible for solution development, alliance relationship building, business development and support, technical delivery and staff training. His clients included the U.S. Naval Education and Training Command and the Naval Facilities Engineering Command. Winson was the project director for one of the largest U.S. Navy organization transformation project.

 

Prior to that, Winson led BearingPoint’s Strategic Sourcing practice in the U.S. The practice generated over $30 million in revenues in a few-year period. He worked closely with key clients in various government organizations to ensure effective implementation of their strategic sourcing programs, from strategy development, process improvement, to organizational transformation and workforce transition. He was the project director for the then largest strategic sourcing implementation undertaken by the U.S. Navy.

 

Prior to joining BearingPoint and its predecessor companies (KPMG Consulting, KPMG Peat Marwick, etc.), Winson was with the U.S. Navy. He served as the financial manager for the Naval Nuclear Propulsion Program for five years – providing program management oversight for procurement and funding of shipboard components. Prior to the Navy, he was with the Federal Reserve Bank of Kansas City where he worked in the Examinations and Inspections Division.


Winson is a frequent speaker and participant in conferences and workshops on e-government; Information and Communications Technology (ICT); and performance management – particularly in the Association of Southeast Asian Nation (ASEAN) region.


His community activities include previously serving as Executive Sponsor for BearingPoint’s participation in the Autism Resource Center (ARC) of Singapore volunteer activities. He was the Co-sponsor for BearingPoint’s participation in the Pensacola’s Promise, an extension of General (Ret) Colin Powell’s America’s Promise. He also served as Assistant Treasurer of the Navy League of the U.S., National Capital Region.

 

Winson holds a B.Sc. degree in Petroleum Engineering from the University of Oklahoma and an M.B.A. degree in Finance from Oklahoma City University. Winson and his wife live in Oak Hill, Virginia. Their middle daughter currently attends the Virginia Tech University, while their son, who graduated from FSU in 2007, works in Tallahassee Fl. The youngest daughter is a Senior in high school.
